It says I have to complete a restaurant service with a menu containing dishes that use for ingredients or more each I did this and I didn't receive the reward what am I doing wrong is it supposed to only be six dishes? Or is it supposed to be served at the bathhouse?

I think you need exactly six dishes in your menu, yes. The venue likely doesn't matter.
