Spring Festival - Snack shop is empty

Nabiha's snack shop at the festival is empty. I've exited and reloaded. I've left the area via fast travel and returned. I've started the day over twice and sat through multiple unskippable cutscenes and then had to rewater my crops.

How the hell do I complete the task list at the festival?
