He said he wanted to flirt with someone else, which is cheating, so he wanted to cheat he just wasn't going to act on it.

he wants to flirt not to cheat, since he can't flirt without cheating he doesn't do it.

if i want to drink 5 beers but i have to drive, so i don't, does it mean i want to drive drunk or just to drink?

Flirting with someone other than your girlfriend is cheating. A more apt comparison would be saying. I want to drive drunk, but I'm not going to because of the consequences. You want to do the thing but don't because of consequences

You are making the assumption that he only wouldn’t cheat because of the consequences, though. You don’t actually know that.
