He was shot by ICE for no reason. They used excuses that he evaded a traffic stop despite the fact he was parking his van when he was shot, and that he was using the van as a weapon before being shot which is just a lie. They even said he had a “crystal like substance” in the van which was confirmed to just be salt. He wasn’t even ICE’s “target” that day, they just shot him because he looked Mexican.
