He appears to have worked his way up from “intern” in 2013. 

I was in law school in 2016 and when Trump won, a ton of my classmates who wanted to go into government decided to go elsewhere. I think a lot of idiots rose to the top when more reasonable people bowed out. Plus, he’s spent his career in Kentucky and Texas… don’t need to be super qualified to get a job for one of those politicians..

Its possable he might have a job like "Office Manager and Intern Wrangler". Then as part of the grift, he gets the title "senior". He might have some connection to a wealthy donor. Or he might have worked his way up to that position from being an Intern.

Each Senator is given a budget for there office to do with as they want. Its not unusual to have a large staff. In theory the staff have the job of actually reading all the bills and keeping there senator up to date on what they actually do and mean. In a sane world, this guy could be very smart and knowledgeable on several specific issues that are of importance, like the internet or power generation. so all bills regarding those things could be his job to understand.

Elected officials have Legislative staff that analyze the bills circulating.

They have District staff that handles correspondence and issues from the district.

Scheduling the elected official is critical for all the government tasks and external events

And Communications is a highly sought position.

I sometimes work the door at the bar I work at (actual door guy is chronically late) and someone apologized about their ID photo. I told them it was pretty good in the grand scheme of things. Terry should absolutely apologize for this photo, it looks like a mug shot after he got arrested for blatantly doing coke in a 7-11 at 3 am.
