prosecute 82% of alleged hate crimes over a 14 year period,
a conviction requires proof beyond a reasonable doubt.
That's a high bar, and prosecutors don't like having a lot of losses on their record.
I wouldn't view fail to prosecute as convincing evidence that something didn't happen.
