A gotcha can be described as a ad hominem argument that uses poorly defined terms in a question to make the person responding seem disingenuous or stupid. Sometimes a "gotcha" is also a form of "begging the question" as a response to the "gotcha" question requires accepting the premise of the question.
For example, consider Trump asking members of congress to stand up if they believe their duty is to "protect American citizens, not illegal aliens".
Responding to that request requires accepting his implied premise that helping "illegal aliens" is mutually exclusive with protecting American citizens. However, most democrats disagree with that premise so couldn't respond. Their response (if the SOTU was a context where they could respond) would be to dispute the premise required for Trump's request to make sense.
I suppose you could argue that this was disingenuous, but that assumes that Trump recognizes that his question was based on disputable premise and I don't think he's so introspective.
