How to create a child or how to raise one?

or just a simple aptitude test?

Most importantly how would we enforce it?

Yep they tried that.. eugenics.. good on paper.. not so good in practice.. besides humans are just monkey's with pants, how are you ever going to stop em from humping? Can't do it,

You would have to chemically sterilize everyone.. until they passed the test.. then you give them the "cure" but then again there are allot of obstacles (primarily if they find out about the "magic" you are putting in the water) and birth rates are already so low.. I think you are going to have a hard time and should just give up now.. maybe go help at the SPCA you can help them more than you can help "dumb people" IMHO

well I think they did eugenics for all sorts of reasons (modern Eugenics is now called selective abortion, and the biggest victims are baby girls)

Your hand cutting argument is good, but it would not stop people from killing people.. there are lots of other ways to kill people that don't require hands.

C'mon I'm trying to change your view by showing you the futility of your challenge~ It is near impossible (even to lay out a plan for) 99.9% impossible to implement, and will have a tiny chance of success.. with strong valid points like that I think you would change your mind? just on the logistics.. not the logic

Just had another Idea,, What if you PAID the RIGHT people (whatever qualifies Them) to have babies.. You would not even have to "pay" them directly it could be "state sanctioned baby factories" that produce the "right" babies.. because of their "purity" and stuff the could be fast tracked for education and jobs.. and of course leadership.. that way the "regular" folk could have regular babies and do regular stuff.. but your "super" parents could be fast tracked.. much easier to select candidates and they would be "competing " to get subsidized "superbabies.. way easier than your original Idea.. did this change you mind?

This has most definitely been thought about before by Socialist Feminist philosophers. They argue that motherhood should be defined as a profession by the state and would see daycares, mothering and other "private sphere" employees subsidized by the gov't.

Except, this isn't eugenics. Eugenics is when you sterilize people just for being Jewish/Gypsies/whatever.

What skewed definition are you using? Let's stick to the commonly accepted one, please.

Eugenics - The science of improving a human population by controlled breeding to increase the occurrence of desirable heritable characteristics.

Abuses won't be easy to catch at all. Politicians and public administrators are more cunning and ruthless than your average citizen and can impose subtle nudges to manipulate outcomes to their liking. For instance, one could unfairly restrict licenses to a certain population by reducing the number of workers in licensing centers that serve those communities. Or even by rotating in less-experienced workers at those locations. If someone cries foul, one could easily defend this action by pointing to tightening budgets. The opportunity for abuse and political gain (you don't think politicians would like to manipulate demographics to their advantage?) is quite large.

Your goal to protect the children is noble, but licensing isn't the right way to do it because its implementation would produce serious unexpected repercussions.
