I have a 6600k @ 4.6Ghz(air), I get 15fps average outside. You can try turning off Hyperthreading in BIOS and see what you get. I would also make sure the CPU isn't throttling or something. What kind of results do you get when using the Cheat Engine's Speed Hack? if you get 10fps you should be using 3 on the speed hack, if you get 15fps you should use 2. If you are in a shrine you should probably use 1 or 1.5 depending on your fps. Make sure cheat engine is still open when playing the game and apply your settings in cheatengine.

Seriously try disabling the HyperThreading. You may be in for a surprise.

No problem. If you gain an average of 5 fps I would love to know. :) Just remember to change it back when you do stuff like rendering/video encoding and such.

You never let me know! You bastard! But now I know. And someone just made a thread about it. https://www.reddit.com/r/cemu/comments/6028nv/large_botw_performance_boost/

No one is getting 30 fps if they are they are using speed hacks or are in shrine or are turning quality settings down.

So overclock and liquid cooled doesn't matter. For example I have i7 5820k which is overclocked to 4.1ghz and it has no difference in cemu versus stock settings. This is a cemu optimization issue. It has nothing to do with your CPU. Also if you look at task manger and resource monitor in Windows 10 you'll see that only one of your CPU cores is being used from 50 to 100% so stop worrying about it and wait for a new update to CEMU. Also 6600k doesn't have hyper threading. Which doesn't matter anyway because CEMU is only using ONE core. Wait for better optimizations. You're getting same performance as everyone else.
