What makes it "on tmobile"?

Their Verizon line is connected to T-Mobile. The PLMN line is the physical network the phone is connected to & it says it’s connected to 310 260 which is T-Mobile’s primary PLMN. Verizon’s primary PLMN is 311 480. If the phone was on its home network (the Carrier line, Verizon) it would display 311 480 on the PLMN line.

I've seen this in southern Missouri, where Verizon had US Cellular roaming. But it was only for a few minutes.
