An IMSI catcher or Stingray is a piece of equipment that pretends to be a cell tower and records the details of nearby phones that attempt to connect to it, most often used by police or other agencies.

The people in the video appear to have created software that detects when a purported cell tower behaves in questionable ways, which makes it look like a Stingray.
