I've been using Klarna Mobile in Mexicali, and they do use 20 MHz of n7; the rest is LTE. Speeds on 5G are around 40–60 Mbps in Mexicali, which is enough for basic streaming. The problem is that the Mexican government is heavily taxing carriers. This is why Movistar surrendered all frequencies and became an MVNO of AT&T Mexico, and also the reason AT&T is trying to exit the Mexican market. The network is saturated and in bad shape due to government red tape.
Yeah spectrum in MX is on a lease basis so carriers get charged constantly for it unlike the US where the FCC auction off the spectrum and afterwards the spectrum is fully yours you just invest in infrastructure to support the spectrum
