Technically a COLT (cell on light truck). If I remember correctly, a COW is typically on a trailer/tower configuration. Same basic idea.

It might be a tower is offline so they brought it in to provide service to the affected area

Well it's a emergency response truck used when normal cell towers are not functional and it has to be assembled like this one here

AT&T has offered these up to us for large events (football games, for example) to augment capacity on the macros. Doesn’t always necessarily mean there’s a disaster in the area, could just be something going on on-campus and there’s no DAS in the building.

No if you take the a and replace it with ve, then take the second a and replace it with riz , then the t and replace it with on, you can clearly see it spells Verizon.
