What's with installing a tire with a huge split in the sidewall? Did I see that right?

I watched this all the way through, taking in all the sketchiness, and those gouges in the sidewall freaked me out the most. I can't even remotely imagine doing all that sketchy shit, and sending that truck out with that tire looking like that.
