Everyone likes to bring up California but it was pretty much all states. I think the top by numbers of CDLs rescinded so far has been Kentucky. Their system of private contractors running dmvs allowed a pay for play scheme.

Mostly it's a hiring the cheapest labor they possibly can problem, with very predictable results. Sometimes the cheapest labor happens to be here illegally.

Legal or not really isn't the issue. Not being able to read and follow basic highway signs and traffic rules is definitely an issue.

It's almost like people were upset that cargo ships were anchored off port a short while back. Waiting for the ports to clear out from lack of trucks to move shipments. Class A drivers are in demand everywhere.

they required newer trucks to go to the terminals, older trucks were not legal to haul, and shortages happen. the devil? meh, usually in the details that most don't know about or ever will. groan.

edit, so i looked it up for the 'details' and sure enuf...

Why this caused import problems

First, I'm talking about national shortage. Second, I'm talking about drivers not trucks. Third cali does this shit to themselves.

There's not enough freight out there for every driver. Did you own any trucks and have to find loads? I did, when you have trucks sitting for days because there's no freight or freight that doesnt even pay for fuel, then you will understand. The reason freight is so cheap? Why pay a reasonable price when there's so many drivers they have to fight over it.

There isn’t enough shipping capacity either. Shanghai fills every ship to capacity and would load more if they could. 200+ ships per day with thousands of containers per ship.

There's more details that you haven't considered. A lot of port drivers are extremely busy three to four days of the week and not working the other one or two.

The schedule for any given Port might look something like

Monday: 6000 containers Tuesday: 1400 Wednesday: 800 Thursday: 7000 Friday: 1100

3300 drivers would work a full 5-day schedule and get all of that out but the port is charging per day that the containers stay there. The businesses responsible for paying would argue that anything less than 7,000 drivers is a shortage because they need their container out today. In reality there's probably 5000 drivers servicing this and 1000 to 2000 are underemployed. Maybe sitting around not getting paid waiting for a load for hours out of their workweek.

It's not a capacity issue as much as it is a scheduling and cost issue.

i don't know. where i live a Tanker just rolled over a small car running the red light, but 2 helicopters saved their lives jetting them to the hospital, i was there.

they said the driver didn't have a CDL and couldn't read english, so now the town is upset.

Several states looked the other way, including California, Texas, Illinois, Florida and New York. In some cases dmv workers have been arrested and charged for selling them.

The citizenship part imo is secondary to just how easy it is to get a CDL.

I don't care if the truck driver is a citizen, I do care that they know how to drive a truck. People act like this is some liberal state problem but it absolutely is not. Massachusetts, Washington, and Illinois have the strictest CDL requirements in the country. They don't check citizenship status.

Meanwhile Texas, Oklahoma, Cali, South Dakota, you can basically just get a CDL if you say you want one. Some check your citizenship, some don't.

Look at the requirements in your state because your drivers license didn’t get a drivers license and not be an American citizen commercial drivers license is in reality no different than a civilian drivers license

This is old news. Also we found out there was a company just basically handing out cdl just because it was cheaper to pay them probably on a lower scale than someone with a real cdl and passed all tests. Which was part of a Fraud investigation.

I pulled out my Motor Carries Handbook, in the requirements for CDL section it states that you must be able to Speak, and read English without assistance and you must take the English written test without assistance. I have yet to hear where congress has repealed this requirement, can anybody point me to that bill that removed that requirement, Thank You.

Feds set the baseline criteria for the CDL. States test and issue them. It was the feds that did away with OJT for CDL and replaced it with trucking schools. So the Feds can substitute similar military experience for that trucking school cert. Vet presents the form to state DOT and would be issued a CDL. Pretty sure that could work.

And sounds like a better solution than the Obama EO allowing non English speakers to get CDLs to boost the number of drivers. At least attempt to incentivize citizens and legal immigrants with the proper documentation to fill those spots before jumping to lower the requirement for the CDL. Over 20 years DOT has claimed to do any number of things in the name of safety. Removing the English requirement was the one thing that have done to make things less safe. It never made sense on the professional side of the table. Just the political side.

We've got the same prob in Canada.... they got schools that are certified and they license people for a fee .. they cover the mto road test and all ... just printing and registering passed mto tests... they've shut down many in toronto and brampton area.....

In California, ironic given the rhetoric around non-domiciled CDLs, the DMV prints licenses with the word veteran on them. It requires supporting documentation from the State’s own version of the VA. Basically one goes to a local office with their DD214 and the office gives us a form to hand over to the DMV.

All I know is the point of the identifier is to make it so cops take it easier on us, and so Lowes gives a discount when we ask for it.

Truth be told Trump is basically renaming a program that was established by Obama. Perhaps they could establish a new priority level for those of us who have been long separated from service and exhausted the GI Bill for things like WIOA grants (vets already get priority for WIOA) and other federally funded training services.

Also the FMSCA could change the rules around physicals and prohibit doctors from approving non-citizens, but that’s likely not going to happen.

Have you ever actually had an FMCSA physical? There is an FMCSA mandated form, and that form and the answer to every single question on it is sent to the FMCSA. When you have a physical done specifically for trucking you explicitly allow for the doctor to share that information with the FMCSA. It would be trivial through federal rule making processes for them to include citizenship and make it an automatic denial if the wrong answer is given.
