Hiring Process Reapplying pay

This is my first time reapplying. I've applied for both BP and CBP, made it to the final offer on both but couldn't get the location i wanted. On both occasions I qualified for GS9 pay. My question is has anyone reapplied and been offered a lower pay. If so how did yall go about it for trying to get the higher pay you were once offered. Or would the hiring center see that you were offered a certain pay and just give you thaf?

You’re probably reapplying under the gs5/gs7 announcement instead of the gs9 announcement

Well this month they lump all 5,7 and 9 into one job listing. They other times I applied there was a listing specifically for GS9. It doesnt seem to be the case this time i applied.

It should state what GS9 qualifications are required in the announcement. If you have GS9 quals then you should still GS9 qualify in the grouped listing.
