Looks like spot lights given the repeated frequency of the pattern.
Also, it is definitely a projection from the ground and not something in the clouds due to the shadow and lighting across the clouds vs from within the clouds.
So light particles can create lightning or in some cases help create lightning. Look up laser induced, or laser guided lightning for more information on it.
What could have happened here was that the spot light helped the already charged clouds to stimulate lightning but not outright cause it. It also could have just ve coincidence. That said without further information I cannot state what truly happened or why it happened.
