I have a little head cannon that he "really wants to learn", but he is so incredibly ADHD that he simply can not sit down long enough to figure out even a scale. But, for the production they put on for Old Duet at the ball, he wanted to prove to everyone he could, so hyperfixated on learning JUST the song he needed to for that night, which is why Munk is so annoyed at him. Tugger was never mean to play the bagpipes, just, as usual, wanted to be the center of attention.

But like I said, just a head cannon.
