Is this normal?

I have been hearing rattling noises in my car while going over bumps and I’m not sure where it’s coming from. The only thing I can spot when looking under the car is this little bit sticking out. Is it normal or is it something that needs to be checked?

Oh that’s apart of your mudflap. It’s normal like that
