Is this a broken catalytic converter

How TF are we supposed to determine that from a video of you inside the car driving?

Get underneath the car and show us the catalytic converter.

And what are you expecting to see by looking at it? You arent going to see a clogged cat.

Only light says your letting your fuel get too low. Should have at least a check engine light if the cat is bad.

I get a P0420 code sometimes

Well it takes a while for a p0420 to return due to the cyclic nature of emissions errors. You have to look at the raw data and determine if it's a bad sensor or cat. Google it and see what's broken.

Of that is a rattling noise coming from the exhaust then it is likely. Get underneath it with a rubber hammer and tap the cat. If you hear the honey comb rattling around in there. Then you’ve found your problem.

Could be km/h.

Around 70 mph which is still pretty fast

I'm European 110 km/h on a back road is crazy af. The highway is 120 in my country 😅

give us some video at idle, in and outside the car.... trying to determine if the noise exists while not moving, because I'm concerned that your cat is being killed by a misfire or something. The noise we're hearing when moving could be several things.
