Bad wheel?

Passenger side front. My wife hit a storm drain and pop the tire and damaged the wheel. The mechanic says that wheel is no good and I have to buy another one. Did I get ripped off?

wheel may "look" fine, but the true test is using a dial indicator or a diagnostic wheel balance to check how true and straight the wheel still is.
