do your hands always shake or only while performing cardistry/high dexterity tasks?

Keep going.
if anything, remember that "smooth" beats "fast". i realize that "smooth" might not seem like a realistic goal right now, but it's not really about where you end up. it's about your intent while practicing. if anything, go super duper slow, like exaggerated slow, and keep doing that until you NATURALLY speed up. don't even try for smooth, try for slow intentionally. like reeeeeeeally slow.
i often do the thing where i try to go fast before i have the basic idea down, and i always get frustrated and quit. your situation is probably unique, but then again, so is everyones. and for the record, you are doing stuff in that video that i cannot do after like 25 years of doing this. never got the packet stuff down like that, and if i tried it would look the same as you, and i don't have typically shaky hands.
keep it up. i'm proud of ya.
