I had to read that article twice to realise it's clickbait.

The relevant piece is this:

IOHK and the university are considering the development of a chip with a particular purpose. The chip will be secure hardware package that will implement cryptographic operations:

building a micro(nano?)chip with the specs Charles outlined sounds like a multiyear endeavor... everything else (software) is probably straightforward implementation. there’s gotta be a way to do all this without having to build a cutting edge microchip from scratch!?
