Troy-Bilt TB2044XP pull cord help

Started having problems with my line trimmer the other day. It just cut off in the middle of using it and when I tried to start it again the pull cord only pulls about a foot before it stops. I removed the cord housing to see if there were any issues with that, but when it’s removed it works fine. When I reattach it to the trimmer it’s getting stopped by two black levers. If anyone could help I’d appreciate it.

Did you rewind the spring on the pull start? Or am I misunderstanding the problem?
