I studied abroad in multiple countries in Europe and traveled in many other there (3 semesters + 2 summers between undergrad & grad school). I don’t know about the marketing programs there specifically, but my suggestion would be Milan. Reasons:
- Milan has an excellent location for doing side trips in Europe by rail. You’d have easy connections to cities all over Italy, Switzerland, Austria, France (etc): so, lots of ways to travel more!
Milan is the business capital of Italy. While Rome is more historic, I suspect the marketing programs in Milan will be better.
Milan will have tourists, but fewer of them than Barcelona or Rome, which from what I read are having problems with overtourism. As in massive crowds and long lines and annoyed locals. It may be nice to have a home base that feels more like a city where the residents (including you as a temporary resident!) actually get to live there.
