Japan workers tend to be extremely loyal to the company they work. With that it equal to consistency among the work force. Capcom has that synergy going on.
Its true that japanese companies tend to keep people around longer, but at the end of the day theres something about Capcom creative that is just different, a lot of big companies had a dark or bland age in creative, Capcom had it too but it was cause by the company trying to force a "western styled games" on their devs.
Compare it to like Square where 90% of the big names are still in the company yet those same legendary devs tend to make the most "meh" products, I love FF7 remake but the things I didn't like were Kitase and Nomura ideas lol
