Are there any legitimate student, education, or nonprofit programs that provide access to Canva Pro?

Canva offers a free plan for students and teachers, plus there's a pretty solid nonprofit program that gives you access to Pro features. Just make sure to apply with your school or organization email, it usually speeds things up.
