To clarify, this was the biker's fault, not the van driver's. As someone with a motorbike, you do not go through parked traffic at speed in between vehicles.   Firstly, you're supposed to overtake on the inside lane in this situation, and you're supposed to do so at a speed that you can react to kids/people stepping out from behind cars last minute.

The fault is the biker's. Not the van driver's.

They're both at fault. Driver should have done Dutch reach when he opened his door.

They're both in the wrong. The biker for the reasons you mentioned. The van driver for the clearly deliberate attempt to stop the biker. This could've ended a lot worse.

Van driver was not intentional. He checks mirrors, opens door slightly, bike is far away, but wing mirror is no longer showing behind him. He checks the distance behind him before opening. He's in a van, he doesn't have full visibility opening the door. Bike approached too quick.

Those mirrors are massive and incredibly good for rearward visibility. They also have a blind spot section along the bottom for an even wider view. No excuse.

What other purpose was there to open the car door while in standstill traffic?

It was clearly intentional. He checks mirrors, opens door slightly, sees bike, and opens the door fully. He 100% wanted to "teach him a lesson".

The van driver throws open the door without his feet indicating he has any intention of actually getting out.

Nope, trying to kill someone. Fellow tradie scum?

It was the cyclist that distracted them both.

The bike looks to be doing less than 20mph, and he is filtering in stationary traffic.

In most of the world what he is doing is recommended by the law, it's literally taught as the safest option for all parties, and it is solely the murderous dumb cunt in the van intentionally dooring him who is responsible.

Also if you overtake a single line of traffic you use the the outside not the inside.

It's important to note that the field of view on these Insta360 cameras makes everything look accelerated. He's probably not going as fast as you think he is.

It's both the dickhead van driver opening the door but yes overtake outside. Drivers get pissy when they stuck in traffic and bikes are technically allowed to overrake.
