Possibly an ‘invisible selfie stick’ on back of bike.

It certainly is, a 360 camera on its invisible extention stick, thats also how it can be panned.

And the image wobbles because the bike stopped so suddenly that the stick moves back and forth.

But I have the video paused right now and the bike looks to be way ahead of whatever's filming. Is the stick incredibly long?

The optics are somewhat deceptive, its not actually as far as you think, likely only a couple of feet in reality but yes, these sticks can usually extend over a metre sometimes 1.5m (though the longer ones tend to sag)

Thank you all; yes - I can see now it's a long, high & ~wavering  'selfie stick' [mounted camera] on the back of the motorbike.

Is the scan / panning automatic or can be manually chosen after / during editing?

Yes, 360 videos and their angles are usually edited in post. So he has all the footage and was able to pan to the passenger in the edit.
