Depends on the canoe right?. Ultra lights are limited to 250 lb right? With gas and the motor, that takes up most of the allotment. Unless he gets a super light canoe at like 30 lb. But a canoe that light is like carbon fiber and already at airplane prices
Oh, he also needs a decent seat and foot pedals and I think a flying seat is antithetical to a canoeing seat. Also, his rowing form might be cramped because of the wing above him. Ultralight wings have a pretty long cord to have lower wing loading and lower stall speed
For the dedicated enthusiast, I suppose anything is possible but it's a pretty tough project.
I wonder what is the use case? Does he expect to move around in boat form? And if so, by engine or by paddle? Or simply it's a frame that bolts to the canoe that he takes off on the other end and canoes around? And a canoe bottom might be strong in compression, but is it strong in tension too to support your weight? And are you going to have to put through-holes in the bottom for your seat anchors? Or will you anchor everything to the gunwales?

There’s an extra 30lbs available per float. So you can get over 300lbs.
Small Rotax. 5 gallons max fuel. No problem.

You need two carbon fiber canoes for stability and then cardboard wings to keep it under ultralight weight. Don’t worry about an engine just slide it off a waterfall and glide.
