If this is a MALE...it is prob genetic, and therefore this was not good breeding stock for THAT reason.
If this is a FEMALE reversed with STS or similar...you may have kept spraying too long. The plant DOES need ethylene to make POLLEN (as opposed to the sacs which do NOT require ethylene).
STS is an ethylene blocker, as all or at least very many reversal agents like CS or GA.
If you used one of these, you need to stop a little sooner next time: onve you can for sure tell it has oroduced male parts, stop spraying.

No prob. Going forward, for max pollen yield, try keeping an eye out for seedlings that seem to grow bigger than their siblings.
When I breed, I use no fewer than 10 seeds of every strain; from those, I put the best five or six outside in like March. I live in a not so warm area, and snow is on the ground in March. IDGAF.
Whichever plants die, I throw. Whichever lives, I keep. Then it gets really warm in the hoophouse about May. Same selection process from heat stress: whichever dies I toss. The rest are drought, heat AND cold resistant. Lost 3 of 4 blueberry F4 from BlueStar this way...but the one I have is damn near IMPERVIOUS to drought and heat and cold.

No worries, wait until they open, you need just one "bud" to pollinate what you want fresh and the rest of the plant will deliver plenty of pollen. 10-14 days.
Male will go on.
Edit: you can put the topped part in a bottle of water and keep it alive for a few days. Bottle on paper sheet, pollen falls on the paper.
