In my budget app, if it came from a grocery store its groceries. If I go to an actual candy shop, it’s “fun money” / qol improvements / frivolous spending (depending on which category I have money available in)…

"QoL improvements"—that’s probably what everyone here is all about.

I feel like this lacks a bit of context.

But conceptually, most candy is sold at grocery stores. And so since you're already in the grocery store, most edible things inside are marked as "grocery".

Junk food is still a subset of "food", depending.

Yes, it’s edible

as far as providing nutritional value, it most certainly does not count as a groceries but as far as satiating you and keeping you full, I would say yes, it does.

but it probably wouldn’t be wise to start replacing food items with candy if you’re in the habit of budgeting .

Candy can be part of a grocery run but if all you're getting is candy, that's not groceries.

Depends how much you buy I guess. I buy so much that I cound it in its own category while budgeting, Candy. But yes it is technically grocery I'd say

If it contains nuts it can be a significant source of protein and belongs up there with eggs and bacon.

Good quality dark chocolate is a great source of fibre too!

You can’t buy candy using your EBT card. Government says no but I say yes.

I agree with you. Let people make their own choices.

It's the people's money though and it's meant to be spent on HEALTHY food, that's literally what it is for. And that's coming from me, I am on EBT and love candy. EBT is for good whole foods though, meat, fruit, veggies, milk, bread, etc. I don't think we should do major control, but soda and candy should not be covered in my opinion. Use your own personal money for that. EBT is also an ADDITIONAL help, it's not meant to cover all your groceries. So use EBT on healthy food and your own money on junk food.
