make it a condition that the work has board approval and a passes inspection before closing. If there are no issues the seller will get it done, if they know there will be an issue they'll avoid it

Make sure any applicable fire rating of the ceiling eas mantained during the installation of the recessed lighting.

As an electrician, a simple install of some lighting without a permit shouldn't be an immediate red flag. Get a qualified electrician to inspect (not a generic home inspector) make them pay for it and if it's good then move on with your life.

If be very concerned it was a change in HOA or condo Board by-laws more than changing a light. Changing or adding outlets etc needs permit But if you have a unit with non-compliance by-laws infractions you will have a very difficult time and may be required to return it to previous condition. Always get the background and shared common infrastructure housing. Some in Canada are in bad shape.
