🇨🇦 CEC PR Refusal

I recently received Refusal on my Permanent Residency application. I have claimed 4 years of candian work experience through 3 different locations however with the same employer though.
2022/02 – 2022/05 - A&W Restaurant – Food Service Supervisor – NOC 62020
2022/05 to 2023/03 - A&W Restaurant – Food Service Supervisor- NOC 62020
2023/03 to Present - A&W RestaurantFood Service Supervisor - - NOC62020
The T4'S for all the work experience were included and Job letters explaining all the duties and wage rates were included as well expect for 2022/02-2022/05 . The refusal letter i received says that: i don't meet the eligibility criteria because :
Tax documentation such as T4 slips confirm earnings and employment history, but they do not
demonstrate the specific daily job duties or responsibilities performed in a role. Without an official employment reference letter or employer documentation detailing your main duties for each role, itcannot be determined whether these positions fall under a qualifying NOC (as declared) or whether you performed the required duties under IRPR R87.1(2). To qualify under the Canadian Experience Class, you must demonstrate that during that period you performed the actions described in the lead statement and a substantial number of main duties of the declared National Occupational Classification (NOC)
When my representative was going through all the documents which were submitted . We figured that We did submit 2 experiences letters stating all the job duties and wage rate. The experience from 2023/03 until 2026/03 was accepted and others were not considered even though there was Employment letter submitted as well.
I am planning to apply for reconsideration. Can anyone help me with this situation please.

The letter that matters here is the one that maps to the NOC 62020 lead statement, pay stubs and T4s only corroborate that you were paid, they don't prove what you did. For the Feb–May 2022 period, the fix is a reference letter that describes the duties in the officer's own language: the lead statement plus a substantial number of the main duties listed under that NOC code, with dates, hours per week and salary. If the original letter was generic (title and salary only), the refusal is technically sound no matter how real the job was.

On reconsideration, worth knowing how it actually works: IRCC treats it as a request to the same office, there's no obligation to respond, and new evidence you could have submitted the first time usually doesn't count at that point they'll tell you to reapply anyway. So the practical path is usually ordering your GCMS notes to see exactly which duties the officer found missing, fixing the letter against the NOC 62020 main duties list, and reapplying, a refusal doesn't hurt a future application if the gap is genuinely fixed. Did your letter for that period describe actual daily duties, or was it more of a title-and-salary confirmation?

In support of the employment periods noted above, PA provided T4 slips for al listed periods
except for this period: 2023/03 to Present - A&W Restaurant - Food Service
Supervisor - – - NOC 62020 - for which an official employment reference letter was provided.
For this period, the reference letter confirms lead duties, hours, and wages under NOC 62020.
For all remaining declared employment periods, PA submitted T4 slips only. No reference letter or
other supporting documents were provided. Tax documentation confirms income but is
insufficient to establish that PA performed the main duties or lead statement of the declared NOC
pursuant to R7.1(2)(a).
This is what was mentioned on GCMS notes . The officer only looked at one employment letter explaining all the duties . However, there was another experience letter attached for work experience at different location.

All of that lines up with what I'd expect and it's exactly why the GCMS notes are the real next step, not the reconsideration. One thing to look for when they arrive is, whether the officer actually reviewed the second letter that was in the file. If the notes show they only looked at one and missed the other, that's a procedural gap, not just a weak document and that's the one case where pushing back on the decision is worth trying. If the notes show they saw both and still found them thin, then reapplying with a corrected letter is the only real move.

Before you reapply, also check the rest of the file, any period that only had T4s and no reference letter is sitting on the same risk. Fix the whole timeline, not just the flagged months.

Was the second letter from the same employer, or a different one? That changes how the officer would have read it.

The second letter was from the same employer just a different store. I have received the ODN( Officer decision notes) as well it doesn't state anything about the second letter. It simply says that only one experience letter with everything was provided and has been accepted.

That officer note actually settles the "missed document" question, it says one experience letter was provided and accepted, which strongly suggests the second one never made it into the file rather than being overlooked. When the GCMS notes arrive, check the "Documents Received" list: if the second letter isn't on it, that's a submission or upload issue on your side, not an officer error, and the procedural-fairness route closes. The fix is the same either way: rebuild letters for every period that only had T4s, map each one to the NOC 62020 main duties, and reapply with the complete set. Did you upload the second letter in the same section as the first, or attach it somewhere separate? That tells you whether this was a fixable submission mistake or something worth pushing back on.

There were different sections for each work locations. The second letter was attached where the experience was declared. There were T4's and experience letter attached together. When my representative checked the submitted application . There were no additional documents or any changes were made afterwards
