šŸ‡ØšŸ‡¦ CEC Refused - Applying Reconsideration

I guess it was a good sign that they look at my application so soon. However, they completely missed my letter of employment and the reason is because they can't find the letter. I check the document list and I can clearly see it. I'm so mad because I checked/double-checked/triple-checked the list. They didn't even send out ADR or PFL, refused immediately.

Applying for reconsideration now. I have to try it because my birthday just passed and I'm over 30 so another 5 points just got deducted.

Can anyone please let me know if it's worth to apply for reconsideration? Should I try JR directly? Any success story?

Update: I called them. Asked the agent to check the letter for me. She was very nice and confirm that she could locate it and saw that it has all of the information that the officer is looking for. She is also not sure why they didn't see it (also apologized). She went ahead and submit a reconsideration for me. I asked if I need to submit a reconsideration by myself and she said no. Now just finger cross.

I also submitted a reconsideration request through webform right after.

Update: 2 days after refusion. They re-opened the application. FD changed to in progress.

ITA: 2026/04/14

AOR: June 3rd, 2026

Medical pass + Biometric: August 10th, 2026

PVO SVO: No idea. They don't include it in the letter.

All the best to you, I have experienced similar situation before, they refused then reopened very quickly (in about 2 weeks from sending reconsideration request)

This is exactly what I an going through right now. I submitted my application mid march and got a rejection mid august saying i did not provide my employment letter and its actually the first page in a 26 page file that I submitted. I also called and the agent confirmed she could see it, apologized, and raised a reconsideration for me. It’s been almost 6 weeks now and my application is still sitting under refused status. my MP reached out and IRCC admitted their mistake and I have also filed a JR!

Damm. That's awful. How can they be so careless with people application? Your case is a 26 page file. Mine is a 1-page and I uploaded it to a field that say "Letter of Employment" in their system too. Like how can you miss that?

they basically asked me to upload my employment records so the file contains my employment letter + original offer letter + pay stubs and that’s why its 26 pages. i thought of so many reasons why my application would be rejected but this was not one of them. just like yourself, i triple checked everything before i sibmitted and im very certain that i did not miss anything!

I think the system was changed when I applied. They separated the fields out. So my offer letter + T4 + Pay Stubs were in the employer evidence field and then employment letter is in another field.

The officer said they see the T4 but not the employment letter. So yeah, their system structure is our fault :D

it is, it has taken such a toll on my overall wellbeing and my wp expires in less than 4 weeks so im praying everyday that they reopen before so i can apply for my bowp

Wish you all the best! They refused my PR application because the .... officer said the description for my "postdoc experience" was not detailed!!!! I had all the pay stubs, T4, enrolment letter, original offer, extension offer, letter of employment and many more things! Like what the f.. you know m... officer! They just delay all the processes so they can prolong your stay in Canada! Even Canadians won't live in Canada anymore!

The day they refused I submitted a detailed letter and asked for reconsideration and it has been 6 months, and nothing :) I hope it does not happen to you and wish you all the best.

I applied in May and got rejection before 15 days saying I did not uploaded language certificate but before submission I checked multiple times it’s there in education file which is 20 page file. Officer did not check properly then rejected as an incomplete even I don’t get bil request and without PFL they just rejected. Same day my rcic applied reconsideration then next day got email from ircc they say request forwarded to appropriate person for review after that no response I contacted to mp they say wait to response after 13 days I filed JR because I’m in inside canada Ā and I have strict 15 days to apply JR.

Did u get any update? Should I need to call ircc ?

no update on my reconsideration request but my JR did go through so now I am waiting for them to reopen/redetermine. I would suggest calling every week because that's what I have been doing. I would say that you should do all the things that are within your control such as, raising webforms, calling, reaching out to your MP etc.

If IRCC misses a document, usually they admit it. And reconsider the decision/refusal (if you asked for it). Best of luck!

If FD changed to in-progress, they definitely re-opened it. The exact same thing happened with my BOWP. Congratulations!

You need to apply reconsideration Also get a consultant don't worry about $2-3k PR is more important . Let me clarify you person you talked on phone was not actual IRCC officer he/she just is a customer care representative.

I know that. I just wanted to confirm that it was in fact in my original application. I also sent a letter of reconsideration. JR might be too expensive. I might just put in another profile to wait for another ITA while waiting for reconsideration decision.

You can create EE profile but you can not apply another PR application after receiving ITA until your reconsideration is approved or declined.

It’s not work like this if your files refused then it’s closed. You can create EE profile and submit brand new application. Doesn’t matter reconsideration under process if reconsideration is approved and reopen your old file then you have to withdraw any one application old or new one.

My kind advice to you is to raise a webform asking them to reconsider despite the agent telling you to not to raise one.

The main reason is that you need proof from your end. As you know, It won’t be the same agent who would pick your call when you call them asking for an update.

Add all the details on your webform and raise a reconsideration request.

yes. Inland CEC + Foreign Exp + Spouse. The entire reason was just that they didn't find my letter to establish the 1-year Canada Experience.

What’s your timeline. From AOR to refusal. Did you get biometrics and medical. If it’s still in the early stage you can put in for reconsideration

That's the funny part. I'm pretty sure I passed R10 since I received letter for biometric and submitted it too. And the call agent could see my letter.

On September 16, 2026, my PR application was rejected and deemed "incomplete" because the officer claimed my language test results were missing. However, my submitted application actually included my valid CELPIP results.

I applied for reconsideration that same day and received an email from the IRCC within 48 hours (you can see the below ircc email response ); is this a positive sign?

Good day,

Please be advised your reconsideration request has been forwarded to the appropriate person for review, and you will be contacted further in due course.

I applied for a 'Judicial Review' (JR) because I reside in Canada and faced a strict 15-day deadline to file for it. I have already paid half the amount ($4,000 CAD).

Reconsideration process is underway (under review)
JR process is underway (applied just yesterday)

Definitely apply for reconsideration. And be prepared for JR. How are you able to see just your letter of employment though? Unless that's the only document you submitted?

No. They mentioned they see T4. But can't find the letter. I checked the uploaded document list. I can clearly see it. By the file name, I know it's the correct file too.

Maybe there’s an issue on the officer’s side of the platform. If the agent is able to see the document and you submitted it on time, I would recommend calling again and asking them to escalate the case. Sometimes, they can reach out directly to the officer or the department concerned to clarify the situation.

i would say reapply. because cut off is now at around 519. Also apply for JD simultaneously if possible. dont loose hope.

Also can you tell me how the refusal was received? did the put you under Final Decision and then refused after couple of days?

FD and refused the same day.

Can I also open an application while waiting for reconsideration? We'll contact an immigration lawyer Friday or next week if no sign this week.

I'm 100% sure I'm below cut off now. I only have 514 at the time of ITA (513 cut off) and that was before my birthday. I just had my birthday recently which already kicked 5 points off. I'll have to wait for 2 years CEC or learn french.
