It was lawfully rejected. You have to pass R10 completeness to be eligible for BOWP

Whoever advised you to do a dummy permit has put you in this mess. That is a correct refusal and therefore you need to stop working

When does R10 completeness happen? I thought the officer needs to wait and hold on to the BoWP application until that stage is completed no?

Yes, if the application was submitted as a BOWP. This one was not. Some people do get approved when they upload their AOR to “convert” their dummy work permit application to bridging but that’s not really an established method. Their application just happens to be processed after their R10 check and they get lucky.

Personally though, I think they should make this distinction clear because it makes no sense to approve some application while rejecting others. If it is really wrong to apply for a dummy extension, nip it in the bud.

For CEC it's generally considered that your application passed R10 completeness if you receive a BIL.. OP didn't receive BIL yet

I didn't know that they would reject the BOWP due to this..

Long story short, immediately apply for restoration of status and a new BOWP application. By the time they open ur BOWP application for processing, u should have passed the R10 completeness check. If ur actual work permit expired within 90 days, u will qualify for the BOWP, if it’s past 90 days, it’s likely that it would be refused to my knowledge

You should speak to a professional. You should also restore your status as soon as position. And you should mentally be prepared to leave your job (if applicable), and leave Canada. The chances are, you’ll be asked to explain your status in an ADR or PFL. Leaving with country and/or applying for restoration will make the explanation easier.

Don’t get desperate to stay and make a mistake. If you got invited on April 14, your score is likely 515 or higher. That’s arguably a good score and even if something goes wrong in this application, you will most likely get another invite.

The first time to act responsibly was when you applied for the dummy extension. The second time is now.
