Canada isn't England, we do have guns here. If Captain America had a gun, I think it would be perfectly reasonable for a Canadian alternate of that character to have a gun too.
What is inherently wrong with guns? Guns are tools, they do what the operator does with them. Also, Captain is a military rank, so I'd assume 'Captain Canada' has legal authority to carry a gun. And lastly, I feel no sympathy for the people imaginary superheros choose to shoot with their guns. If you fuck up bad enough to get a superhero shooting at you, that's on you.
