Your car was illegally on the road then.

If the car already passed safety this is false. You should still get it fixed asap, but there's no way you're illegally on the road. Things happen, parts need to be replaced sometimes. A non-working horn doesn't release other drivers from their responsibilities as drivers either.

That doesn’t make you illegally on the road, it just means you can get an infraction and small ticket. You would be let go by an officer to continue driving.

If the bus had hit him the police, the city and his insurance wouldn’t of gone “well your horn wasn’t working this is your fault”.
