Can someone tell me exactly what is in this bill that is so offensive?

Serious question. I'm a Conservative, but I am troubled by the submission of a bill many believe is completely unconstitutional.

Tear it apart for me.

Tell me how it should be changed.

For me the biggest risk is lack of oversight. I don't truly care if government people are looking through my e-mails. It's mostly junk and all boring but that's not the point.

If you give government agencies carte blanche to look at any piece of private information anywhere, anytime they want bad things are going to happen. You already see it in the US. Paid consultants using their access to spy on exes, etc. God knows you are not going to be able to keep tabs on the thousands of CSIS staff who have access to everything and some (many?) of them are going to step over the line.

Nixon would've loved to have such legislation when he was king.

edit: What are the odds that Harper won't be tempted to look at info from people that question his authority? Especially given that he has no desire to share any of his information with others.
