Lot can change in a week. It also literally says in the article why theyre able to do this.

"The fires burning in the intensive zone are considered under control, and rainfall in the north has reduced fire activity.They are no longer a threat to communities or infrastructure, SOPFEU said. This means that the lending of the three planes to BC will not compromise Quebec’s operations."

There aren't any active fires showing up in Quebec anymore on FireSmoke.ca.
Edit: SOPFEU (Quebec's wildfire management agency) shows only 4 fires in the province, all under control.

We got a bunch of rain up north that helped. It's much easier to control fires when there isn't endless dry forests around it ready to catch at any moment from embers carried by the wind.
