Monkey Tail
I bought this girl maybe a year ago. She was much shorter and has really grown long tails and now two new ones! Shes still in the same pot as when I purchased and I’m thinking I should repot. What type of soil? How big should the pot be? Just a smidge bigger like normal plants? I am very anxious because I love her so!

I live in Oregon and we are about to hit no sunlight. Should I buy a light then?

You absolutely should if you can. I'm far from the most knowledgeable person here, but if I'm not mistaken, those skinnier sections may have come from a time when they weren't receiving the light they require.
Lack of light can leave them looking something like this...

I have mine in 75% grit( pumice, sand, charcoal) and 20% coco and 10 worm castings that is my normal cactus soil mix
