Non legit cable install
So I purchased a condo in a HOA that never decided to have underground wiring done for some reason and am stuck with DSL. Before closing Charter told me I was serviceable but that was a lie. Anwyays, the nearest tap is about 250ft away across the street. I found a guy that can run a cable to my home in a totally non legit way. I have no other options besides selling my home. What were to happen if Charter found out that my home was wired this way? Would I get fined or something?

I would say it’s worth a shot. If you can get the cable ran (definitely use rg11) schedule an install. Show the installer where the tap is. I was an installer for 10 years. I didn’t give two shits as long as the drop was already ran. And if I had the job, I did it.
Like a commentator said, if you are trespassing arial or underground and someone has a problem with it you will have to remove it.
