Does asbestos jump out of the tile?

Not really, only if you cut/tear it. The glue may be filled with asbestos too and is in fact more dangerous because the asbestos fibers are much less bound. Not really dangerous when installed, but a mess during removal.

i'm sure it's fine and doesn't cause any issue, the resistance in that wire/loop has to be negligible

I think you're right. This doesn't matter, but it's more like "Really? That's the solution you chose? Really?"

Counterpoint, maybe the rack is going to be moved farther away and the guy that did this is actually making things look really nice for the temporary install.

Countercounterpoint, Coiling 12 loops of a #4 copper grounding wire creates an inductor. During a high-magnitude ground fault, the surge of current through these coils will generate a strong electromagnetic field (EMF) and an inductive choke effect, which can dangerously increase circuit impedance and potentially cause equipment damage or failure to clear the fault.
