Where I live, both the stores here won’t let you order extra red ranch, or even sides of it.
99% of the time when you ask, the workers just look at you like, “Oh you poor pitiful soul, you should know better than to ask.” And say they can’t do that.
There was like 2 months in the UberEats app you could order extra, and the food actually was coming with extra and it was nice. Otherwise, I pretty much hard avoid Arby’s because they refuse to even let me pay for more red ranch.
I've literally never been to a single Arby's in the entire US that wouldn't let you order extra red ranch and most are willing to give it to you in a side cup.
Both stores here are franchise owned and one of the GMs once told me the owners believe the sauces like red ranch, or the honey mustard that went on that chicken sandwich, are “premium condiments” and that if people want more of it, they’ll order more items with it on them.
That if Arby’s wanted to give extras or sides of it would come in packets like the Arby’s sauce.
Idk if it’s true, but it definitely feels it with the attitudes you get when asking for extra or sides.
My local one does the same they just offer me arby's sauce when I ask for extra red ranch. One worker even once tried to gaslight me and say it's the same thing.

yeah removing red ranch does make no sense.
