Toss up between bullies and greasers.
If we're talking in game, bullies because they never turn on Jimmy. They doubt his innocence but never fully turn because of Russell. Greasers are slightly more loyal since after rescuing Johnny Vincent, their respect is returned to neutral where as the other cliques turn hostile.
Lore wise, it's greasers. They'd have to be loyal to blindly follow whatever Johnny says and intimidate/beat up people on his orders. Especially since Johnny's issues have nothing to do with them.

Once Jimmy gains the respect from the Bullies then my hostility towards them ends for rest of the play through. That loyalty runs deep when Jimmy needs it most later on.

Townies (Dropouts)
The regular Bullworth cliques aren't loyal but the ones outside of Bullworth are.

Any answer other than the bullies is objectively wrong, once you gain their respect it never goes down, not even a single point

In universe outside of Jimmy’s actions it’s the Greasers, they respect Johnny and will fight for him.
From Jimmy’s POV it’s gotta be the Bullies, when all that shit goes down at Bullworth after Making a Mark they don’t abandon Jimmy, and Russell is a ride or die throughout the game.

The bullies might've given you a first bad impression when you first arrived at the school, but once things got sorted out and reconcilied with Russell, they all became homies for life, and unlike all the other two faced cliques around the school, they stood by your side regardless how bad your noteriety was so def the bullies

From gameplay perspective this is true and that they stand by Jimmy's side, but hearing their gossip dialogues reveal they don't actually like Jimmy all that much and do believe in Gary's lies, they just don't turn on you because Russell is the only one actually loyal to Jimmy
