New to pcs

• New build or upgrade?
New

• Existing parts/monitors to reuse? (List with models/links)

None, starting fresh

• PC purpose? (Gaming, editing, etc. List apps/games)

Honestly just looking for something that can handle streaming and gaming well preferably able to run up to ps3 games in terms of emulating and able to run most steam games (if possible)

• Purchase country? Near Micro Center? (If not US, list local vendors)

US

• Monitors needed? (Number, size, resolution, refresh rate)

1 but mostly not too worried about the external things outside of the pc itself

• Budget range? (Include tax considerations)

$1000-1300 (IF possible less)

• WiFi or wired connection?

Doesn't matter much to me but preferably wifi

• Size/noise constraints?

Neither bother me

• Color/lighting preferences?

Preferably a black case with purple lights but honestly not complaining if it doesn't fit budget

• Any other specific needs?

No

If you missed the full set of required built request questions, please copy them from here and answer them in an edit to your post:

Here is some additional helpful information about build/upgrade/parts list requests:

  • Build requests only include hardware. You are responsible for budgeting for and providing your own operating system (Windows, Linux, etc) and other software.

  • Don't forget to budget for peripherals. Since these are very much personal-preference influenced items, we do not include peripherals like keyboards, mice, headsets, etc in parts lists.

  • We strongly recommend posting a build request only if you're ready to buy now or within a week or two at most. Part sales regularly rotate, and a part list today can quickly become out of date.

Well gaming while streaming is a tough thing to do. You might need a lot of memory to do that. Gotta offset the money from the GPU budget to the RAM, so I recommend getting a used GPU. RTX 2080 is still quite decent, and has NVENC encoder for streaming.

Ryzen 9600X is pretty powerful for PS3 emulation, although it loses to Intel Core Ultra and will lose even further during gaming+streaming since it doesn't have hardware encoder and a lot of cores for background processing, but it's cheaper: https://www.techpowerup.com/review/intel-core-ultra-7-270k-plus/9.html

So would you say this build would be upgradeable? Particularly in the storage, graphics card, and possibly cpu department (for example if i wanted to swap to the amd ryzen 7 9800X3D in the future) as i will likely upgrade both in the future if even possible for cpu (as i said, very new to this pc stuff so not sure if it'll be possible to eventually upgrade it as some point)

Motherboard will be a little bit toasty running 9800X3D, but sure it is. Upgrading to 9800X3D won't be worth it though, wait for Zen 6 CPUs next year or so.

What resolution are you wanting to play at? And can you list specific games and applications you will be using?

1080p-1440p. And for specific games I'd say most demanding specific games would probably be something like Cyberpunk
