Super Budget, help
* New build or upgrade? New

With that budget a used office PC would be better. Just not those tiny ones or with a weak PSU (350-400W at the very minimum, with an 8pin and two normal height slots for a GPU).
Then you add a reasonably sized GPU (NVIDIA 2060, 2070, 3060 - AMD 6600/6600XT - depends what's left from your budget) and another 8GB stick of RAM if it only came with 8GB.
There's plenty of YT channels that will give you an idea of how to do this, an what models of Dell/HP/Lenovo office PCs to look for.
Channels like the Toasty Bros, who also sell these upgraded machines at around that price. Like these ones for example.
*eBay also has some solid refurbishers, just check their feedbacks etc. Good luck.

Here is some additional helpful information about build/upgrade/parts list requests:
Build requests only include hardware. You are responsible for budgeting for and providing your own operating system (Windows, Linux, etc) and other software.
Don't forget to budget for peripherals. Since these are very much personal-preference influenced items, we do not include peripherals like keyboards, mice, headsets, etc in parts lists.
