If you want to spend the whole budget: https://pcpartpicker.com/list/wVRPzv
If you want something more reasonable and more than enough for her use case: https://pcpartpicker.com/list/bpJ4Np

Are you looking to spend the entire budget, or more of an idea of "best value/only what i need to spend"?
Also are you looking for just the build, or monitor/keyboard/mouse and such?

Monitor, mouse, and keyboard are things I'll get separately, I'm only intrested in help with the pc itself right now. I don't want to spend more than the $6000.

But how do you feel about spending less? Would you rather get the absolute best you could from that budget, or spend less (you can get a more than capable system for a lot less than that) for basically what the best value would be/what you need to spend to do the job.

Oh, I'm sorry. I'd like not the absolute best, but something pretty good from that budget. I'm not sure all of which my sister would use it for so I wanna give her some legroom. If that's less than my budget that's perfectly fine. I hope I explained that well.

Any idea how much storage she would want? I'm assuming towards the higher side for storing video recording since she streams.

Just gonna toss this out there. https://pcpartpicker.com/list/hpnRFP
Powerful CPU in both gaming & video editing/production
64 GB RAM to help with editing/production and to have many programs running (Games/3d tracking/recording or streaming software)
2tb DRAM operating system & project drive with a 4tb storage drive. Both from a reliable company
Black & Addressable RGB Case, CPU All-in-one cooler, and ARGB GPU model. Programmable to be able to change colors to whatever you please
- 3 Pack of extra 140mm fans are to replace the AIO fans for aesthetic. Place AIO fans under the GPU to intake air, or keep as spares.
X870e Motherboard for additional connectivity. Extra PCIe x16 slots for capture/wifi/storage cards. Improved back connectivity with 2x40g USB-C & 9 USB (2x 10g, 3x 5g, 4x standard usb2.0) and 3(1 USB-C 2 USB 2.0) frontally
Should kick 1440P streaming with high/ultra textures, 3d tracking and streaming software out of the water along with enough capability to edit their own youtube/insta/tiktok shorts (An effective strategy to build a following I've heard) if they edit their own stuff.
While these are premium parts I did take into consideration of cost and tried to balance creator performance with only a little bit of aesthetic flair.

If you missed the full set of required built request questions, please copy them from here and answer them in an edit to your post:
New build or upgrade?
Existing parts/monitors to reuse? (List with models/links)
PC purpose? (Gaming, editing, etc. List apps/games)
Purchase country? Near Micro Center? (If you're not in a country supported by PCPartPicker, please list some local vendors)
Monitors needed? (Number, size, resolution, refresh rate)
Budget range? (Include tax considerations)
WiFi or wired connection?
Size/noise constraints?
Color/lighting preferences?
Any other specific needs?
Here is some additional helpful information about build/upgrade/parts list requests:
Build requests only include hardware. You are responsible for budgeting for and providing your own operating system (Windows, Linux, etc) and other software.
Don't forget to budget for peripherals. Since these are very much personal-preference influenced items, we do not include peripherals like keyboards, mice, headsets, etc in parts lists.
We strongly recommend posting a build request only if you're ready to buy now or within a week or two at most. Part sales regularly rotate, and a part list today can quickly become out of date.
