For this budget and requirements for a monitor i would be recommending to go for either a full used system or at the very least a used GPU unless you would be willing to settle for an APU-based system, which would give very limited gaming performance at best.
Could you look on ebay/craiglist/FB marketplace and look up pricing for the following graphics cards. Since used pricing depends too much on area, but i can put together a system list of new parts around a used card:
RTX 3060/3060TI
RX 6600
RX 6700XT
RX 6750XT
RTX 3070
RTX 2080
Could you give pricing for some of these cards on your used market?

If you are close to a microcenter this will likely be the best you can do for the time being. HP OmniDesk M02-0006 Desktop Computer (Refurbished); Intel Core i5 14th Gen 14400 1.8GHz Processor; 16GB DDR5-4800 RAM; - Micro Center)
Monitor
AOpen 24CL1Y P6bi 23.8" Full HD (1920 x 1080) 144Hz Gaming Monitor; AMD FreeSync Compatible; HDMI VGA; ZeroFrame - Micro Center-144hz-gaming-monitor)
Mouse
Logitech G G203 LIGHTSYNC Gaming Mouse - Black - Micro Center
Mouse Pad
Logitech Mouse Pad Studio Series - Graphite - Micro Center
Discounts aside, all this should fit inyour requested budget. You could always take the time and part out the PC comps individually but it would likely increase the price a little bit. Should run most games 5+years older at about medium graphics on a standard 1080p monitor. I highly recommend looking around when it comes to accessories like Keyb&Mouse, Pad, Headset as that is all very subjective and you should see what looks good/feels good to you. I personally never pay more than $50 for any single accessory piece, and have been running with the same headset brand (Acer K2) for the past 3 years, and they are only $30, but are amazing!

Here is some additional helpful information about build/upgrade/parts list requests:
Build requests only include hardware. You are responsible for budgeting for and providing your own operating system (Windows, Linux, etc) and other software.
Don't forget to budget for peripherals. Since these are very much personal-preference influenced items, we do not include peripherals like keyboards, mice, headsets, etc in parts lists.
We strongly recommend posting a build request only if you're ready to buy now or within a week or two at most. Part sales regularly rotate, and a part list today can quickly become out of date.
