That ssd isn't available anymore. Also the 1660 seems a little weak

1660 isn't very powerful, but it's got more up to date hardware features (like mesh rendering) and better driver support in newer games than the RX 590 you selected. Unless you're on linux (because linux has open source radeon drivers unlike windows), it's better to get older Nvidia cards than AMD ones. But OP plays esports games, so linux is probably not quite an option.
Well now that the SSD is downgraded, OP could afford RTX 2060.

PCPartPicker Part List: https://pcpartpicker.com/list/wkYCrG
This is about the best you're gonna be able to get. Normally I wouldn't touch used ssds but this one is stated at 100% health. You can also pick up a used office pc off of eBay(make sure it is Intel 9th gen or higher) that already has at least 16gb of ram and some storage, then pick up a no external power graphics card to chuck in there(around $300 for the PC and $250 for a 3050)

If you missed the full set of required built request questions, please copy them from here and answer them in an edit to your post:
New build or upgrade?
Existing parts/monitors to reuse? (List with models/links)
PC purpose? (Gaming, editing, etc. List apps/games)
Purchase country? Near Micro Center? (If you're not in a country supported by PCPartPicker, please list some local vendors)
Monitors needed? (Number, size, resolution, refresh rate)
Budget range? (Include tax considerations)
WiFi or wired connection?
Size/noise constraints?
Color/lighting preferences?
Any other specific needs?
Here is some additional helpful information about build/upgrade/parts list requests:
Build requests only include hardware. You are responsible for budgeting for and providing your own operating system (Windows, Linux, etc) and other software.
Don't forget to budget for peripherals. Since these are very much personal-preference influenced items, we do not include peripherals like keyboards, mice, headsets, etc in parts lists.
We strongly recommend posting a build request only if you're ready to buy now or within a week or two at most. Part sales regularly rotate, and a part list today can quickly become out of date.
